Hangzhou Bay Sea-crossing Bridge is ready to be open to traffic for Test on May 1st

Reviewing the construction of the Bridge in the past 4 years, the process of building the Hangzhou Bay Sea-crossing Bridge is the process of incessant innovation. The Bridge is the outcome of the innovations propelled by all the builders in conception, science and technology, and management. We can say that the Hangzhou Bay Sea-crossing Bridge can not be completed without innovation.

The first one is the innovation in concept. Based on the proper situations of the Hangzhou Bay, the builders develop ideas on construction and create some new concepts such as ‘Construction determines design’, ‘to make the construction prefabrication, manufactory and mechanization and to turn the operation on the sea into the operation on land’. The builders also set the target of 100-year designed service life, which is the first time in China. Otherwise, we actively reform the financing mechanism, and encourage private capital to involve into national super large-scale project. So far, the private capital has covered 30% of the total investment of the Bridge.

The second aspect of the innovation is shown in science and technology. Having a high regard for science and depending on experts, the builders of the project bring the positive role of the think-tank co-organized by the experts from the Ministry of Communication and Zhejiang Province into full play. Since 1994, they have conducted studies on 138 subjects. 6 items of technology have been approved as patents, 8 items have been approved as the ministerial working methods and other 8 items have won the provincial and ministerial science and technology awards. Some technical criterions and procedures have been listed into new criterions issued by National Standard Commission, the Ministry of Communication, the Ministry of Railway and China Academy of Civil Engineering. In addition, another 8 items is under the application of patent and 4 items of national working methods. Since the beginning of the construction, there have been some 250 items of technical innovations conducted with 9 core technologies. The builders have successfully surmounted the technical problems of building a bay bridge in a sea area with strong tide. So far, 6 items of key technology are leading in the world after the national assessment.

The third is the innovation in management. Concerning the managing system, the headquarter of the project changes the traditional mode of indirect management into the direct one. The works relating to control, management and coordination have been strengthened. When conducting the strict control on quality, schedule and investment, we intensified the security control based on the unique character of the Hangzhou Bay. In management mechanism, we establish some modern concepts such as scientific management, intensive management and civilized management. In addition, some other advanced management modes have been utilized. The construction should strictly follow the procedure. The information system has been established for management. The technology should be standard. The rewards and punishments should comply with the contracts. The operation should be market-oriented.

With the innovation in those three aspects, the proud successes have been achieved in quality, safety and progress of the project.

Concerning the quality management, no single grading accident of quality happened. The quality grade of project has been among the top in provincial quality checks and assessments in the past several years successively, and won quite high remarks in quality inspection organized by the Ministry of Communication. Regarding to the safety of the construction, the project has stood 19 typhoons, astronomical high tide, shallow-buried gas and other atrocious conditions. The project has not suffer any accident of grievous bodily harm (GBH) or more serious. Regarding to the process of the project, it takes only 3 years and 7 months to realize the completion of the main construction. The Bridge will be open to the traffic 8 months ahead of the schedule.

On April 17, 2008, the project was checked and accepted according to relevant regulations. The Bridge is ready for being open to traffic. According to Regulations on Checking and Accepting Road Project (Order No. 2004-3 issued by the Ministry of Communication of P. R. China), after checked and accepted, road project can be open to traffic and enter period of test run. The test period should be no longer than 3 years. After test period, the project could be open officially. With registered in the Department of Communication of Zhejiang Province, the Bridge is entering period of test operation on May 1st this year.

During the test period, cargo trucks and other vehicles carrying dangerous chemical products are forbidden to pass through. Controlled section is between exit of Xitang Bridge in north approach of the Hangzhou Bay Bridge and exit of Andong in south approach. There are two main reasons for traffic control. First, due to high fame of the Bridge, a large number of vehicles pass through the Bridge in early days after opening aim at sight-seeing. Although tourists can not stop and get off on the Bridge, we should make sure high security and unblocked traffic. Second, the Bridge is the first super high way sea-crossing bridge in China. It takes time for us to accumulate experiences of management and complete operative measures. The termination of traffic control will be based on operation and management of the Bridge.
